Subzone Shield runs a three-layer compliance check: Provincial (BC STRAA and Bill 25 amendments), Municipal (Kelowna Bylaws 12585, 11720, 10475 and the new STR subzone designation), and Strata (SPA Reg 7.1). It flags violations, calculates fines, and generates compliance certificates.
In February 2026, Kelowna City Council approved a new "STR subzone" designation that allows Major STR operations (no principal residence requirement) on select properties. 16 properties with approximately 2,196 units have applied for rezoning. Each operator still needs an individual business licence and strata approval.
Kelowna now has two STR categories. Minor STR still requires the unit to be the operator's principal residence (all residential zones). Major STR does not require principal residence — but the property must be rezoned to the STR subzone, with strata consent and a business licence per operator.
Yes. Since May 1, 2025, all STR hosts in BC must hold a valid provincial registration number and display it on every listing. Platforms must verify registration numbers against the provincial registry. On-site host registration costs $101.50 and off-site host costs $451.50.
Fines have increased significantly. Provincial administrative penalties are set under the STRAA. Municipal fines can reach up to $3,000 per infraction per day. Regional district fines can reach up to $50,000. Repeat offenses trigger three-tier escalation.
Automated audits run nightly. You can also trigger a manual audit from the dashboard at any time. Each audit checks registration status, listing compliance, document validity, and fee payments across all three regulatory layers.
