Kelowna STR Regulatory Guide

Complete reference for short-term rental compliance across all three regulatory layers. Updated for the 2026 STR subzone framework.

Provincial Registration

Required since May 1, 2025

All STR hosts, platforms, and strata hotel platforms operating in BC must register with the Provincial Short-Term Rental Registry. Registration numbers must be displayed on every listing. Platforms must verify numbers against registry data.

STR Subzone Properties

16 properties · ~2,226 units

As of March 2026, these 16 properties have applied for STR subzone rezoning. Major STR operations (no principal residence requirement) are permitted in the STR subzone, pending provincial exemption approval. Each operator requires an individual business licence and strata council consent.

The following forms are required under Kelowna Bylaw No. 11720 (Short-Term Rental Accommodation Business Licence and Regulation Bylaw). Fill out forms directly below, then print or email them. Official forms are also available from the City of Kelowna STR page.

Good Neighbour Agreement

Bylaw No. 11720

Required agreement demonstrating commitment to responsible STR operation. References Good Neighbor Bylaw No. 11500, Traffic Bylaw No. 8120, and STR Bylaw No. 11720 (Sections 4 and 8). Non-compliance may trigger licence suspension or revocation.

Owner Consent Form

Required when the STR operator is a long-term renter or tenant (not the property owner). The registered owner must consent in writing to the property being used as an STR.

Strata Council Consent Form

Strata executive council member must confirm that no strata bylaw prohibits STR operation at the address. Includes guest parking declaration. Must notify the City immediately of any changes.

Self-Evaluation Safety Audit Attestation

Bylaw No. 11720

Annual safety compliance checklist covering 9 items: smoke alarms (monthly testing), fire extinguisher service (annual certified), fire safety plan, egress, CO alarms, electrical, BBQ leak test, chimney cleaning, and passageway clearance. The City and Kelowna Fire Department may conduct random inspections.

Floor plan showing fire extinguisher locations, smoke/carbon alarm locations, exit routes, and designated meeting point. Must include emergency contact for a locally-available responsible person (24/7).

Fines apply across three regulatory layers. Repeat offenses trigger escalation. Provincial fines are set under the STRAA. Municipal fines are set under Kelowna Bylaws 12585, 11720, and 11500.
